Correct. But the next two elections whereby the seat could be on the ballot are Nov. 2018 and 2020.
The 2018 ballot requires a May 31 filing date for primaries, thus the seat must be open before that
date. In 2022 that would be the normal election cycle for the full six year term.

That sounds like a step in the right direction. Id be happy with four 2-year terms for the Reps, since they already have (unlimited) 2-yr terms. That would give them 8 years each.
As for the Senators, if the terms are too short, nobody can do anything. But Id be happy giving them two 6-yr terms. Twelve years each.
The reason that the terms overlap like this is in the Constitution that you dont want all the Senators and all the Reps (or at any rate, most of them) to be running at the same time. They spend so much of their time and energy running for office now, as it is, that they barely accomplish anything, and potentially getting them all out on the campaign trail at once would paralyze the government. Not that its not already paralyzed since they all show up in DC for work about three days a week and seem to regard that as an imposition.
