This means that before Trump sits down with Mueller's people, the FBI and/or DOJ must write findings completely exonerating Trump. The interview must not be under oath, and it will not be recorded. And Trump must be allowed to designate any other person of interest as his "legal counsel," so that all communications between them are privileged. Trump must also be allowed to destroy any documents he wishes, as well as the computers or other devices on which they were made.
This is the minimum Mueller can do, as it is imperative that DOJ not be perceived as playing by a double standard.
