No, it’s a constitutionally correct usage. Scotland continued to be a nation after the Union of the Crowns and subsequent Union of the Parliaments to form the United Kingdom. The Queen is not an ‘English Queen’. She’s Queen of the United Kingdom of Great Britain and Northern Ireland, which includes two nations, Scotland and England, plus the Principality of Wales. The Union of the Crowns in 1603 actually happened when a Scottish monarch inherited the English throne, so the Scottish crown arguably has seniority in the Union.

I know how Scots put it; as Irishmen we never forget they were used by England to colonize the north of our island. We have a republic; they have an English queen :p
