Pretty simple solution... arrest their a$$ and charge them with a violation of the 1st amendment.

Make 'em do the time and pay the fine and you'll make them a grim reminder to future offenders.

The 1st Amendment is a limit on the government, not on the citizens. Best you could do is maybe sue them for depriving you of civil rights.
