Who dictated immigration policy when Obozo placed the National Guard on the border in 2011? Of course, he issued orders forbidding them to do anything, but they were there none the less.

I think the Guard number under Bush was 6,000. But I seriously doubt that most of them did more than sixty days of deployment.
