I agree it’s a test, but a test for congress, not Trump. He’s putting the issue squarely at their feet, just as he did with DACA.

When congress fails to act, Trump will be justified in acting on his own.

He will own it for sure, but only because congress refused to own it themselves.

No, Trump can’t allow an invasion only to up the credibility of his complaints about Congress.

He has to do his job.

The Congress has not backed Trump on any issue except for Gorsuch. The tax cut? They only approved of that because it had a lot of favors for their donors.

He can't wait for Congress on this one. They're on vacation again (when aren't they?). This is an invasion; he's Commander in Chief. The troops on the California border can't wait.

Those invaders get into CA Sanctuary cities and rogue judges protect them, I'm not blaming Congress. It's on President Trump. It's in his emergency powers to act against an invasion of the US.
