I’m convinced that many of these mutants are being released from prison at this age because the corrections departments don’t want to pay for their medical care.
The Japanese have a very large geriatric population in their prisons. A number of old folks in Japan purposely get thrown in Prison for the health care they receive and for the camaraderie. A lot of lonely old people in Japan.
