I only know who has admitted to signing them outside the WH. I'm assuming if the WH was involved, that it will be determined at some point during the investigation.

My guess is that if the WH was involved, that Obama wouldn't have signed any of these applications himself, of course. But Susan Rice and Samatha Power do come to mind They were unmasking people to get the names, which means they were in on the plan to destroy Trump. But I don't think they had the authority to sign applications to the FISA court.
