Yeah, that's pretty much the theory I had too.
I have shared this story when it happened eight years ago.
I am building a project at Fort Leonard Wood, Missouri — South-central Missouri just off I-44 which runs from Oklahoma to St. Louis diagonally across the south of the state.
Leonard Wood has a variety of gates. The main gate off St. Roberts, an east gate and south gate and one on a 3 mile spur off I-44 called the west gate.
One morning there was a Missouri Trooper/Sheriff convention with the MP school at the Fort. Hundreds of Law Enforcement offices.
There is some road construction, detour warnings, lane changes etc on east bound I-44.
That morning, a car pulls up to that West Gate. The West Gate has pop-up barriers installed from almost a year earlier but they can’t get the money from Obama to put them into use by having a Commissioning Agent test them. The driver of the car is asked for his ID. He proceeds to blow the gate and the MP fires on him.
Fort wide alert. Every cop breaks out of the seminar and jumps in his car. The car goes to the center of the Fort and turns North and heads to the Main gate. He is fired on and reverses direction now with about a dozen or two MP cars in hectic chase and general confusion. At this point the driver starts shooting semi-auto weapons out the windows as he drives through the middle of the Fort. He drives down into the wooded valley to the east and exits the Fort with LE in pursuit. He is cornered in a parking lot near the neighboring town of Rolla and shot.

Turns out he is a guy that just got paroled from Prison in Oklahoma and was headed to St. Louis on I-44 with ambition to rob a bank
To be ready he has his rifles on his back seat with a blanket thrown over them.
He thought the detour signs and lane closures were routing him around construction and exited on the spur thinking it was a by-pass. When he hit the gate he didn’t show his DL as it was expired. He blew the gate in a panic of confusion — he probably didn’t realize he was driving onto a secure Military Base.
That is non-terrorism. Lost red-neck Okie parolee.
