I don’t think that they install the engines/turbines/generators and fuel tanks above the waterline. The hull is the foundation that supports the rest, and has to withstand the pounding sea.
Just looking at the exterior size of a jetliner, one wonders how it can get off of the ground. But, even in the seemingly crowded passenger and crew cabins, I suppose air occupies 90% of the space. (ever seen those pics of where some teens managed to cram 20 bodies into a compact car?)

Depends on where the weight is.
As long as all the passengers don’t rush to one side of the top deck!
I’m sure the designers thought about this as having your cruise ship capsize is bad for business.
