I kinda think Trump revels in their hissy-fits. Let them scream and yell about him congratulating Putin. Our President is going to do what he wants, critics be damned.

Fox reported President Trump signed the budget after talking with Ryan(?). I believe it was Ryan they said. But he called someone up from Congress about it because he wasn’t happy about the lack of funding for the wall.
