No, Trump cannot spend “other” money on the Wall. Wall $ must (like ALL expenditures) be authorized then appropriated.

Sorry, haven't read the whole thread so my following question may have already been answered-----then why even start the wall if there's little to no chance of this congress authorizing more funds?

IMHO Trump is very determined to HAVE that wall and I have faith he will GET the money in time.

Have to start somewhere, build a bit at a time.

The congress critters are not STUPID, tho they do act that way, and are going to use bits and pieces of the wall as a bargaining chip in future $$ negotiations, as I see it.

1. As cammander in chief the president can send troops anywhere he deems necessary for national security.
2. In December President Trump declared our country was in a state of emergency. (Human trafficking and Drug trafficking were both mentioned )

Seems logical he was prepared for this move. (And so was the R leadership. Let the Ds put in what they want as long as the military gets funded)

One section of bill states old equipment must be replaced. Our national guard is driving 1950-60 trucks Sure sounds like a good idea. Summer camp can be used to haul materials to the border in the new trucks

Congress thought they were going to be clever stating he couldn’t use concrete. Just spent an hour looking at many materials that are now being used instead of concrete. As a builder DJT would know them all and probably the inventor and manufacturer too
