No. ALL spending goes through AUTHORIZATION and APPROPRIATIONS.
No exceptions.
That is to protect us & how the Founders set it up.
But there’s articles that an omnibus isn’t as restrictive as an actual budget, that the Executive has more latitude on exactly how and when the funds are spent.
