Renderings showed a tall, off-center tower with supporting cables attached to the walkway. When the bridge collapsed, the main tower had not yet been installed, and it was unclear what builders were using as temporary supports.

None since opening abt. 2009-10. It is used daily by numerous people at a large and busy intersection. Also it is on a hiking/jogging trail.
You’re absolutely right. I just watched a video on this design. The design is a monstrosity....way overdesigned for it’s real purpose. I’ll try and find it.

Additional tightening of the tensioning mechanism while the bridge was under its dead load might have stressed the concrete surrounding the tensioning mechanism to failure, resulting in the catastrophic collapse.
I think this is what it is going to turn out to be.
A roundabout way of stating that the stress test failed due to the bridge failing due to stressed concrete.
Whoever decided it was OK to keep vehicle traffic allowed under the bridge during testing will make a huge thud as they go under the bus,
