And there does appear to be some rebar in there ... and very thick cables. But not enough to support the weight of the bridge over a 6 lane divided roadway.

Had they just left ONE of those moveable stanchions in place it would still be there..............
That is probably not rebar, but the ends of post tensioning steel. Prestresed concrete includes steel elements.
