Here is one that is closer. An officer from Agency A is riding along with officers from Agency B. Agency B gets a call that there is an emergency please respond. The officer from Agency A are suppose to call his boss and ask him for permission to help the guys he is with at that moment.
If Officer B is riding along with Officer A, then someone already freaking knows where he is.
