RICO is supposed to be used to fight racketeering. They frequently use it to chase after tax evaders and pot growers, for crying out loud.

But this is a rock solid point — this is systematic crime to aid and abet systematic crime. It involved crossing NATIONAL borders and thus it is under federal jurisdiction.

It could even arguably be called a foreign invasion. Thus, it is espionage as well — supporting foreign enemies, such as MS-13, drug cartels, and human traffikers who support the enemy cause of Re Conquista, ‘conquest’.
