I’ll blame the school; they knew something that caused them to prohibit the shooter from entering school grounds “with a backpack” - because he’d had bullets in a pack in a previous encounter there.
The school and the Sheriff’s Department are both to blame as well as the FBI. You sound like you’re a teacher, holding the school blameless in spite of any information to the contrary.
