The “Barnevern” child protective services is a famously out-of-control heavy handed organization. It’ run mainly by scowling masculine women (most in the Norwegian uniform for women over 40: Short dyed hair and narrow glasses).
The overriding principles of Barnevern are: 1. The State knows best, and 2. Norway is best.
If you are a foreign parent, and God forbid a non-Scandinavian parent, you can forget about having any rights in the view of this organization.

You’ve solved a mystery that I’ve wondered about for a while.
I was under the impression that there must be some sort of sinister eugenics program to eliminate any unattractive people from Norwegian society.
Now I know they just make them all work for Barnevernet.
