No...probably just a combination of clarification about WHO needs to be submitted (a crime capable of getting a sentence over 12 months versus RECEIVING a sentence of over 12 months) combined with a high emphasis due to the politics. They undoubtedly ordered that EVERY file be reviewed, to include as much overtime as needed, to find those who fell between the cracks.
If you have X people doing the work, there is a limit to what they can get done. Once the SecAF gets publicly embarrassed, X will be ordered to drop everything and fix ‘the problem’ - the problem being whatever it was that embarrassed the SecAF.
Big difference between that and “sloth”. And the high emphasis WILL fade away as the daily demands of work take over.
