I disagree with the bread, crackers, rice, and canned goods. Canned goods have a considerable shelf life as does rice. These items are inexpensive. Fresh fruit, vegetables, meats, and dairy however have a short shelf life and are not exactly cheap.

Shelf-life is not an issue if you are being provided a subsidy. There is no incentive to stock up on things that are on sale. Though, generally, I agree with the things you wrote - if you are buying food with your own money. People on food stamps are not doing that.

My reasoning, for example, not allowing the bread aisle for food stamps is a bit more subtle.

Rather having a micromanaged list of allowed and disallowed things - sliced bread yes, hostess cup-cakes no - Canned green Geens yes, Spaghetti-O’s,no - I want to narrow the types of items to reduce abuse down and, in some none violent measure force the fat, overweight women, I see making awful food choices for them and their families and paying for those poor choices with their SNAP card to become used to thinking about buying better foods. So yes, I am advocating some social engineering. But, unlike the demondogs, I am not forcing them to make the choice. They have the freedom to purchase other things with their own cash or, if they want, leave the program.

Notice, my list would allow many luxury items like a beef steak, lamb chops sour creams, butter, various cheeses and imported or exotic fruits and vegetables. In reality, many of these items are no more expensive, often times less expensive than packaged food. You can get a wide variety of good, wholesome food from those areas of the grocery store. Notice too I didn’t suggest cutting the dollar amount of benefits, just restricting the kinds of things that can be bought.

If they can’t have few items then it encourages the recipients to exit the program.
