It's good that Mulvaney is director of OMB. I believe he was telling Wallace just because a $400B deficit was passed doesn't mean that the government is going to spend the entire deficit. OMB controls how the budget is spent.
Wallace did not want to hear about the text about Obama wanting to know everything.
