Auditor general finds no fault with Pa. Lottery, but unusual wins remain unexplained

Pennsylvania's Auditor General says that he has full confidence in the integrity of the Pennsylvania Lottery following a review in response to a PennLive investigation in 2017 that found some Pennsylvanians have claimed lottery tickets with seemingly improbable frequency.

In an interview Monday, Eugene DePasquale said he met with lottery officials and was given a thorough tour of its operations and an explanation of its security procedures.

DePasquale added that the lottery told him it had investigated the most frequent claimants PennLive identified and found no wrongdoing.

"I have a high degree of confidence from the beginning of the system to the end that it's a clean system," DePasquale said.

But statisticians consulted by PennLive said that many of the winning patterns PennLive identified remain improbable, raising questions about the thoroughness of the review.

PennLive's series, Defying the Odds, found that Pennsylvania's most frequent winner, Nadine Vukovich, claimed 209 prizes from instant tickets worth $600 or more between 2004 and 2016, winning $348,000.

Some people are consistently cashing in on scratch tickets, against all odds. There's got to be a tipster somewhere in this luck.

Or they have found a flaw in how PA issueds it tickets, enabling them to track down the winning ones.

I’ve seen people at the convenience store buying $150 of scratchers at a time and know people who have won as much as $5K doing so.

The more you play the better the chance of winning. Winning doesn’t mean breaking even but one person winner more than others means they’ve spent more money playing.

I know a guy like this, its unbelievable.

There is a “science” behind it I’ve heard.

A friend’s daughter is constantly hitting on the scratch offs for small amounts. 5, 10, 25 bucks. People actually give her their tickets to scratch off. LOL

Old people go into a convenience store and trust the clerk to tell them if their ticket won. The clerk, if (s)he sees a winning ticket, gives the schmuck 10 dollars and then hands the winning ticket worth thousands to an accomplice to collect the big bucks, as neither the connivence clerk or his family are allowed to play. The accomplice splits the dough with the clerk.

The real psychics (I’ve met a few) don’t do palm readings. They play lotto and stocks or go to Vegas. Had a secretary who would go to Vegas every time she needed some extra cash. Over four years, she NEVER lost. At first I thought it was a joke. Well again after four years, figured out it wasn’t.

Many years ago my dad was waiting to meet me at a gas station where I was being dropped off by a friend. He bought a cup of coffee and 3 scratch offs. I was delayed and he spent the entire time scratching tickets off those first 3. He’d win $1 and go buy one more ticket, win a free scratch off and turn it in, win $5 and get 5 tickets. After about 2 hours he ended up just getting his money back and said it was one of the funniest times he ever while waiting for someone.

Those scams are limited to smaller prizes. Larger prizes require a ‘legal chain of possession’. Does video show the claimant buying the ticket? If not, what is the relationship of the buyer to the claimant? There are also other relevant questions that need to be answered for larger prizes.

Perhaps it’s to do with the way the winning tickets are printed and distributed. If you open a bag of M&Ms, for example, you expect the different colors to be evenly mixed, but in actuality you’ll see that most of the individual colors tend to cluster together. It would take some serious mixing to get them distributed evenly.

Have never done Lottery and never will.. against the Bible.
Also, anything from the NE is crap to me, and always has been...

No offense to the Conservative(few) Yankees.. but, coming from a Texan, the NE is = to sludge in a stagnant pond.. :/

Its times like this I WISH that power was cut so that the real people would know wtf to do and the pussies would do their own in. .. (and the conservs would find like minded survivalists to carry on.) I don’t need to bury my face in a damn ‘smart phone’.. It’s smart until there is no more connection :p

WHAT would happen if all ‘net’ connection was cut? (not even talking about power cut yet (EMP))...

Screw the lottery.. think Forest... not the tree in the front yard. (BTW, I am not saying EMP will happen.. but you must prepare for anything...).

Someone in the process of printing and distribution is in on the scam. They may not be able to prove who, but they can change procedures enough to prevent the same thing happening again.

When I was a kid, you could buy little barrels of peanuts, some of which had coins in them. A friend of the family owned a small grocery store. He said he weighed the little barrels and kept the heavier ones for himself. I learned a lesson in life that day.

Winning scratch tickets are distributed not entirely randomly but evenly so as to assure that winning tickets are widely spread out. Thus a store clerk can monitor if a roll of tickets has produced major winners. If not, that roll is worth buying from because the remaining tickets are more likely to be winners than a fresh roll.
