I think he's calling the bluff on whatever jerk in the FBI was the source of the "FBI statement." Look at it this way:

1. The Nunes memo deliberately omitted certain information in the interest of national security.

2. This "FBI statement" claims the memo should not be made public because it has material omissions of fact.

The "material omissions of fact" in #2 are the omissions described in #1.

Nunes knows this, and he knows that the FBI knows it. So rather than run the risk of including something in his memo that would be a breach of national security, he's inviting the FBI to go ahead and do it themselves.

Yep. At this point that would be the best thing for the FBI and the best thing for the country.

They won't do it.
