The school libs will give them a diploma no matter whether they are proficient or not—that’s a fact!! They are doing it now, so why would they change.

An accent will diminish over time. If accents are such a problem to you, how do you manage with American citizens who stutter or, as you say, have a heavy lisp? What about citizens who are mildly retarded and have a speech impediment of one degree or another?

I work as a court reporter and hear all types of accents and speech impediments. If you take the time to listen carefully, almost anything is understandable eventually so long as it's in English.
