An astute observation: the goal is to get 70% or so advantage in any legislation. The Tax Cuts and Jobs Act was at least a 70% win, since the President got it without any Democrat votes.
President Trump goes above and beyond to propose a complete and final solution to illegal immigration, including the children who were brought here illegally. It would have been a 65-70% win, with 800,000 up to 1.8 million on an eventual path to citizenship (could be less than 1.8m, and 10-12 years out, offset by the loss of new citizens through the Lottery, etc.).
The Democrats immediately reject this rational and reasonable offer.
The President will sadly be unable to sign a new law solving illegal immigration and DACA this year. He, however, offered the more reasonable proposal and should get the benefit by appearing more reasonable to the whole country on this issue than the Dems (according to recent polling).
The issue should benefit the Republicans more than the Democrats going forward in the midterms.
In the meantime, how else can the President start the Wall ? Infrastructure ...
If the Democrats also torpedo infrastructure legislation, what exactly are the going to run on in the 2018 midterms ?

If Republicans add to the Senate and do reasonably well in the House, the offers in 2019 will not match the offer in 2018.
