Democrats will yield on chain migration... temporarily until they have more leverage. If they win the Presidency in 2020, Bureaus will just look the other way. They are playing the long game and biding their time.
Anything is possible...but it is never smart to rely on future Congresses today change stuff...their repopulation plans are going PERFECT...they’re not about to risk it all here.

Durbin just flat-out rejected Trump’s proposal, so I don’t think you need to worry. As to the long game - it took decades for the 1965 Immigration bill to finally work well for the Dems, so I don’t think they’re ready to reset the clock and have to wait another 20 years for results. They have a system that is working great for them (with or without the DACA brats) and they won’t let go of it, even for the DACA brats.
