18 U.S. Code § 798 - Disclosure of classified information has an exception for congressional committees (Senate, HoR, or combined), but nothing WRT normal law-enforcement.
It's actually kind of brilliant — make it so that you have to use the possible corrupted chain of command
in order to report violations and now you only have to corrupt the higher elements of the chain to allow the Classification-system to protect illegal activities. Much like the use of Nondisclosure Agreements, as mentioned in this talk… where the threat of the machine
is just incredibly great.
