Indictment, not arrest.

There is a difference.

"Arrest" is to take into custody.

"Indict" is when a prosecutor presents evidence to a Grand Jury and the Grand Jury returns a "True Bill" (as opposed to a "No Bill") meaning they have been persuaded there is more or less prima facie evidence of a case. The person indicted need not actually be arrested at this point.
