I would not count on that.

I think the spectrum is recorded from multiple points. Years ago I saw evidence of that. (have been a Ham Op since 1976, hold an Extra)

Not sure whether the NSA or the Military records RF spectrum, but it happens.

You have any concept of the data storage needed to monitor and store the entire HAM RF spectrum? We can’t yet. It is too vast. On top of that it is not point to point. Useless for analysis. You have no way to know who is instructing who. On top of that coded/encrypted messages. On top of that having two HAM radios at each endpoint on different frequencies? One for out and one for in. How about frequency hopping stuff? Endpoint 1 places an innocuous craigslist add for some obscure item. Endpoint 2 searches craigslist for that item. Seed numbers for your dual frequency hopping HAM sets.

Also, look at a picture of the woman. She look like a HAM to you?
