There may have been redactions on what they showed to the Congress.
It is my understanding that the memo has not been replicated for distribution.

saw an interview of one Congressman who said he was going to view it at 9 oclock this morning
so not everyone has seen it yet
It is my understanding they were allowed to “read” or “see” the memo. It is hard to leak something when you don’t have a copy.
