That's a good question. I once watched the changing of the guard at the tomb of the unknown solider. Idiots were talking on their cellphones and otherwise not paying attention.

A 6' 7" soldier in perfect dress uniform walked up told them politely but firmly to be quiet. You could hear a pin drop after that.
