Seems like when I saw a small part of "Fahrenheit 451"(?) it seemed like it was Great Britain. But I don't know where it was actually filmed. The only part I saw was a police chase scene where the chase was ended to save money. Did I get the right movie or am I confusing it with "1984"? I only saw about 30-60 seconds of the movie so I'm guessing.
Gien the oppressive nature, this seems worthy of a Bible prophecy ping.

Fahrenheit 451 was written by American Author Ray Bradbury and was set in an American city although the film was shot in England. 1984 was written by George Orwell and was set in London, the capitol of Oceania. The chase scene you are thinking of is from THX1138 by George Lucas and was filmed in and around the San Francisco area.
