You’ve got to think the way they think. The Stalinist overlords definitely know how to do psy-ops to get their sheep to be afraid of any (cool) scary gun if they are told it is scary. The overlords know the value of arms and will have their own army armed with those same scary looking guns even if they are water guns and know the sheep will run scared because they are un-armed.
