They were probably left in a cigar box while Hillary’s husband was otherwise occupied.
[Note: I do not believe this story is true. I assume that the codes would be held by another person for Slick Willie and inventoried far more often than every few months. As soon as they were “missing” from an inventory, I assume that the codes would have been replaced by a set of backup codes.]
