No it was likely somebody that Tokyo would not allow entry.
Likely a Muslim cleric. Japan does not allow entry to Muslim jihad advocates.

I'm sure there are folks here who can comment on this better than me... but my understanding is that not all commercial aircraft can dump fuel. Therefore the only option to get the weight down for landing purposes is to do circles until enough fuel is burnt off.... In this case, it might have been 8 hours but it could have been much more, I think....
Ill bet it busted the flight crews duty day. If I were dispatching it, if I didnt have an airport reserve, Id have put the crew to bed and delayed the flight to however much time I need the crews duty time to reset, 12 hours, maybe?

You know, Japan is very strict on entry by people not allowed. Is there anywhere else they could have gone, if Japan demanded such a person not be allowed in their country?
Or could it be due to Japanese rules on security, having accurate passenger flight manifests, and the like?

Considering that Japan is pretty much exactly west of Los Angeles, I can see why they turned back - they would have ended up somewhere in Siberia if they kept going that way.
