There’s no law that mandates pardons be made public until they’re presented as defense against prosecution. Not really likely a secret pardon would not be leaked, but it seems to be a real possibility.

I believe a copy of each pardon is maintained at the DOJ as a public and official record.

If a president wanted to classify a pardon the reason would have to meet the legal requirement of "respecting the national defense". Even then, such a pardon record I think would still be publically marked as being classified.

Federal statute 18 USC § 793 addresses with the disclosure of secrets dealing with national security.
If Obama issued it, then had it made secret (which would not be surprising by the `International Man of Mystery’) for reasons of “national security”, then the only reason for AG Sessions and his DOJ not pursuing indictments would be Sessions knowing that she would interpose the pardon, right?
If that’s the case, then ... make her use it.

They don’t have to give the reasons why—extended/noisy throat clearing—`national security’ demanded nondisclosure of his action in pardoning her ... but we’ve seen her skate from her crimes for over forty years and we’ve all had a belly full of the Clintons’ decades of bull****; if she has the `skinny’ on Obama and threatened to use it if he didn’t give her an insurance policy, all the better. There is no time limit to resolve historical RICO crimes, either.

As many as 6 or 7 dozen heads and deputies of Federal agencies, part of RICO crimes also need to face long prison terms.

I would think that the heads of Justice Department, the FBI, the NSA, the NSA, the COE, the EPA, NASA etc., and their deputies and attorneys several layers deep all need to prepare for the gallows or at least life sentences, their choice.
