You'd think the USN would remember from WWII. Once it became clear that air power was the threat, they started additional secondary AA to the existing destroyers, causing them to be top heavy.

You'll notice that on some, the aft 5" turret had its top cut off, and replaced by water-proofed canvas to reduce the weight.

In the case of the Ticonderogas, they used the hull of an Adams class destroyer and put on a new aluminum superstructure but all the weapon system electronics were up in that superstructure. It was all the cabling and racks that made it super heavy. A few hulls later they did a big overhaul to the weapon system, got rid of a lot of the old analog stuff and replaced with digital. Reduced a lot of size/weight.

But that was all 40 years after WW2 so yeah, I could see them forgetting what they learned. Actually, it's about 35 years since they did the design of the Ticonderogas so probably most people have forgotten the whole TOTS fiasco by now.
