Trump ran as a disruptive force against the status quo. This is just following through on that promise. If it is not good for America, he will change it. He is not perfect, but no president in several decades has actually followed through on campaign promises like Trump.
Here is a funny article from CNN, criticizing Trump for actually keeping his promises, and pushing that he hasn't kept all of them (in his first year!). No mention of those blocking him...

Today all the EU Countries voted against the US or abstained in the UN vote to condemn the US for moving its Embassy to Jerusalem so we should just start by giving the US taxpayers another break by cutting all foreign aid by 50% and funding to the UN by 100%.

So, Ireland can have very, very low corporate tax rates (14% ???), sufficiently low to attract Apple Computer’s intellectual property, and to run up $250 billion or so of profits not taxed by the US, but WE can’t lower our rates to stop that kind of outflow?
