FACT: the FBI lovebirds were referring to an “insurance policy” that they thought could guarantee against the (unlikely they thought) event that Trump could be elected.
This was summer of 2016, so it would seem obviously to refer to the developing “dossier” and/or similar efforts. Also, of course, to the parallel effort to do secret FISA surveillance of Trump campaign and associates, although they were not able to get FISA approval until (with the dossier) the final weeks of the campaign.
Need to gather evidence to fill in blanks, of course, but there is no “insurance policy” to text about in summer 2016 unless there is ***something*** that the lovebirds thought could guarantee a Trump electoral defeat in Nov. 2016.
Given the timeframe of the texts, I don’t think it refers to anything after the election and I don’t think it need refer to anything like assassination (though of course that’s a possibility that must be explored). But most likely it refers to exactly what transpired, the energetic efforts of Deep State and Hillary workers to develop and deploy the “dossier” of vile anti-Trump allegations from Russian sources.
We must remember that there was a lot of effort to deploy this in the MSM before election day, it was shopped to many MSM outlets and did finally make it into a couple of articles around a week before the election, though it was so dodgy that most reporters stayed away from it.

I think they were talking about their backup plan for getting him impeached if, despite their best efforts, he got elected. That would be insurance (as Strozk said, like life insurance in the unlikely event that you die before the age of 40) and they probably started working on assembling their insurance documents so that, if need be, they could swing into action just after the election, try to prevent his inauguration, and if that didnt work, get him impeached.

I think we can infer that it’s a possibility from what we’ve seen so far. But there are 10,000+ texts, all have not been read from what I understand, so there may be more to come that could point to assassination — or point away from it.

My take as well. The Insurance Policy was intended to guarantee Hillarys election. When that failed to happen the IP turned into a post-election project to discredit Trump and remove him from office.
What needs to be found out is if Strzok was on the distribution list, or had access to, the unmasked FISA recordings. A pretty decent case could be made that the unmasking and eaves-dropping on Trump advisors (and possibly Trump himself) was the insurance policy: They could listen into their conversations and get that information to Hillary to anticipate and counter Trump before his made public his strategies.
