IMO he was a FARCE, a Clintonista who set a high bar (”cocaine on the presidential seal in the rug of the oval office”) so when the truth came out (perjury, obstruction of justice) and Starr’s referral to Congress was made, they could claim “big deal”, “old news” and persuaded the Senate to not convict.

That might be related to S. 585: Dr. Chris Kirkpatrick Whistleblower Protection Act of 2017 that was just signed in to law.
Wikipedia calls the FBI Whistleblower Protection Enhancement Act which is an add on to the whistleblowers protection act.

It designed specifically to out bad FBI agents.
