IMO he was a FARCE, a Clintonista who set a high bar (”cocaine on the presidential seal in the rug of the oval office”) so when the truth came out (perjury, obstruction of justice) and Starr’s referral to Congress was made, they could claim “big deal”, “old news” and persuaded the Senate to not convict.
