Sen. Marco Rubio (R-Fla.) has threatened to vote against the tax bill, putting the legislation in danger of being delayed past Christmas.
Rubio has told Senate leaders that he will vote against the bill unless the child tax credit is made more generous to help lower-income workers who pay payroll taxes and not regular income taxes.
Sen. Rubio has consistently communicated to the Senate tax negotiators that his vote on final passage would depend on whether the refundability of the Child Tax Credit was increased in a meaningful way, said a spokesperson for Rubio.
If Rubio votes against the bill, Republicans can only lose one other lawmaker if they hope to pass the final bill that emerges from a House-Senate conference. Sen. Bob Corker (R-Tenn.) previously voted against the Senate tax bill because it would add $1.5 billion to the deficit, and no Democrats support it.
Corker has not ruled out voting for the final conference report, though he suggested his concerns have not changed.

Your third sentence explains why this is a such a priority for "Gang of Five" Rubio. With the exception of McCain, Rubio is one of the worst Republicans in the Senate on immigration.
Let's call EIC's what they really are: welfare. They aren't a tax cut, they're a handout. Sadly, people like Rubio create a lose-lose situation for the more sensible Senate Republicans. Either they cave and give him what he wants, or we get no tax cut at all.

Patriots now need to be making sure that there are plenty of state sovereignty-respecting, Trump-supporting patriot candidates on the 2018 primary ballots, and pink-slip career lawmakers by sending patriot candidate lawmakers to D.C. on election day.
And until the ill-conceived 17A is repealed, patriot candidates need to win elections by a large enough margin to compensate for possible deep state ballot box fraud and associated MSM scare tactics.
But instead I assume they will just give more Billions of our tax dollars to the Takers in order to buy off Rubio. Rubio is pi$$ed because he introduced an amendment to lower the corporate rate to 20.94% to pay for his EITC giveaway, and it was defeated. Then the GOPe raised the corporate rate cut 1% to 21% (still a huge break for the corporates) in order to pay off other gun to the head demands in conference.
Good grief — McCain may be dead by then. They should get rid of all these deductions and go with a flat tax. This crap will drag on forever.

For those who make so little money that they pay virtually no taxes, EICs are not a tax refund, they are a handout, i.e. welfare. Calling EICs an "income credit" was a clever ploy to disguise welfare as a tax cut. Rubio is either an idiot who can't see this, or, more likely, he knows what's going on and is just back to his old Gang of Eight Self.
Correction — My bad. Rubio is talking about a credit and not a deduction. This is worse than I thought.

As there isn’t much in the way of reform in this tax reform bill, I have little problem with anything that jettisons the vote.
It works that way, now ... It needs to end. It's back-door welfare.
Should have been lower taxes for most everyone. But there isn't. Retirees who previously itemized (usually from medical expenses over the AGI threshold and property taxes) will likely see a higher federal tax bill. That's a voter group you really don't want to piss off before the 2020 elections.
