Reproductive concubinage --- the Biblical equivalent of surrogacy --- turns out to be a very fraught story, an imbroglio that continues to this day.

There is much that doesn’t add up.
As to why he couldn’t use the same service, it all depends. A typical situation for a rich, old, white man wanting children is that he buys eggs from a Russian or Ukrainian woman, because he wants tall, attractive, white children. He might rent a womb in India or Thailand, but in the U.S., many of the women who will carry his children are the wives of U.S. military enlisted men, for whom the fee as a “surrogate” is two or three years of what she’d make part-time waitressing.
If his twins’ mother was a military wife, maybe she’s out of the business now. The agencies that set these things up come and go, too, so it’s possible he couldn’t just do a re-do, as it were.

I can only assume he looked in the mirror and figured it would take at least $5,000,000 to get a woman to have sex with him so he tried to get her to throw in a baby.
Sorry - maybe Im missing something but where does it say this happened recently? Is it not possible that he approached them when they were searching for a surrogate initially?

I’ve been looking at the reports, trying to figure out when the events happened, but there’s nothing. However, even if it was, say, ten years ago, he was 50, his wife late 40s, and the idea of an infertility emergency that required hitting up his staff is bizarre.
That's assuming the adopters are coming to the aid of a child whose natural family they did not bust up or prevent from forming in the first place.
Look at it from this angle: adoption is structured as an intervention to serve the needs of kids. Surrogacy is structured to serve the wants of paying adult customers.
Adoption means a couple steps into a pre-existing suboptimal situation in which a child has been sadly deprived of his own natural parents, and they do their level best to supply what he tragically lacks.
That is, they have not deprived him of his natural parents.
In surrogacy, the purchaser-family CAUSES the child to be brought into existence without maternal bonding, and outside of his own natural family. (In fact, it would be considered a undesirable complication if the birth-giving mother formed a strong bond with the child, and the child with her.)
The difference between adoption and surrogacy, then, is the difference between helping a kid who (tragically) has a broken leg, vs breaking the kid's leg and then "helping" him.

They have 8 year old twins via a surrogate so it was around 10 years ago.
The article at #77 quotes Rep. Franks as saying he wanted another child, so that would place the alleged events more recently than the birth of his twins.
