No can do. Rural Texan here. Voting in my precinct is done at a local church. When presenting ID to vote, I chit chat with the officials overseeing the election, D or R. Everyone presents ID. Also, the only black family out in my area is across the road and just up the hill from me. No one is going to be taking them down because the dad is a Texas game warden. Texas game wardens are armed, sidearms and long guns. I love Texas.
I don’t think Joy would be all that fitting for a ‘narrow’ group...
The EQUALITY ELECTORAL PROCESS
Count all citizens living above 2nd floor.
Add that amount to the Rural vote.

My take is that she actually means people of God. Faith in God the creator is more pronounced in rural America and that is the difference between the left and the right. This woman believes government is her God, and politics is her religion.
Rural America can slow down food deliveries to these areas.
