He didn’t send it to his wife, he sent it to girlfriend.
There is no accounting for taste.
I once was in love with a guy who was not the least bit attractive except for being extremely tall.
But his mind, I loved his mind so much. He was also a great writer. I wanted to kiss his fingertips for every word he wrote to me.
Apparently he was separated from his wife and had been dating this (mature) woman for some time when he sent this pic. Then, they broke up and she decided to use it for "revenge porn" (which is illegal in California).
Still... sending such images to a girlfriend these days is stupid... and sending THAT pic to anyone is really really stupid.

I would honestly be surprised if what you suggest is true. I am a pretty “aware” middle aged guy. I was in a conversation about this just the other day when we were talking about Weiner. Out of a bunch of us—ranging from late 20’s to mid 50s, none of us had done it, and only a couple could think of sending one to their wives.
And we all agreed that it would NEVER include a face.
I am not a prude at all. I just think a Congressman would know better.

TAKING that pic is really, really stupid. It's the same kind of stupid as taking video of yourself and your partner engaged in intimacy. You may enjoy watching it later (personally, I don't see the fascination) but the risk of it getting loose in the wild is just too great.
