You're probably right in most cases. But Moore's biggest problem is that he hasn't got a single friend in the Senate, and when they haul him before the Ethics Committee like McConnell threatens then he'll be facing a hostile judge, jury, plaintiff, the whole nine yard.
Again, not sure they can actually do that based solely upon accusations that cannot be confirmed. Of course I do not know how that process actually works, but I would think he has some course of action. If nothing else he can argue that the ethics are in no way being consistent in their handling of these types of cases.

And they will have to show with those stubborn things, facts, that this is something more than ginned-up politics: the whole nine yards.
