A couple of years back, an alcoholic Air Force 2 star general went to Russia on an official mission. Not only did he get wasted, he fell for the honeypot women, and then he insulted his Russian hosts. His behavior was terrible that his own staff turned him into when they got back to the states.

Common business practice in a lot of countries. A friend of mine had the same in the Ukraine, the group of woman at the hotel “were paid for”. He didn’t do it as a government official (they were warned in advance they would blackmail you for it) but the business delegates did lol.
