It would be foolish to believe this attack on Rand Paul was simply the result of some kind of dispute.
Conservatives, conservative politicians, Christians, businesses, military, and law enforcement are being targeted and losing their lives on an almost weekly basis, for nothing less than who they are, and the system of individual liberty they serve!
What we know -
#1 Regardless of disagreements from conservatives, Rand Paul is a Christian and loves America.
#2 Rand Paul was violently assaulted from behind.
#3 If Rand Paul had been killed or been rendered comatose from this attack, the incident would likely have resulted in the Senate putting off the effort to pass any major legislation.
#4 Conservatism and any person who loves America are under a hateful vitriolic, militant, and thoroughly proactive assault, from the truly anti-American media/press/academia/entertainment juggernaut.
#5 Hatred and FEAR are deliberately being fomented daily, by all methods of media, academia, and social networks, deliberately spreading grossly false narratives, in an very real and now nearly daily tangible effort to motivate insurrection and violence toward conservatives.
#6 Placing their FAITH in - and following the fundamental tenants of the Humanist Manifesto’s I-II, and the natural pathology of humanism to cultural and economic Marxism, the left in America are in a near all out panic and war with conservatism, our Constitution, individual liberty/responsibility, and the Christian oriented beliefs and culture which fights to preserve our US Constitution. Ironically, the same Constitution which has provided for their own protection, liberty, and right to voice their beliefs!

Like many recent attacks, Rand Paul was very likely attacked out of hatred for his conservative and Christian derived beliefs.
The Obamination administration made it acceptable to verbally and actively target conservatives and Christians nation wide, even formally staffing and using agencies of government to maliciously attack any who might act to strengthen our nation, laws, and freedom.

The primary point if you intend to kill is to drive the brittle broken sharp bone and fragments into the lungs.

The Guy being a Dr. knew exactly what he was doing and intended severe harm.
Also it must be remembered that he attacked Senator Rand Paul on Paul's property while he had headphones on while mowing and without any warning from ambush from behind him.
This Guy needs to be prosecuted to the full extent of the law just like the any other low life street criminal.
