Mueller has surrounded himself and staffed his investigation with nothing but Democrat loyalists. There will be no charges brought against any Democrat. The strategy going forward is to drag out the “investigations” long enough to impact the 2018 and 2020 elections.

The answer is that the evidence/proof means nothing if it’s never investigated. Mueller’s investigation is only looking at anything related to Trump, his campaign, or republicans.
